Shen ultimate giving no shield
Shen ultimate can bug to not give an ally a shield while still going off cooldown if you ulti a target who is about to die shortly after (0.1? seconds or less idk)

Looks like you ulted right as she died which used your ult but didn't apply the shield. Call it a "sweet spot" in coding. It happens for lots of things.
For example, if you use 
on someone's corpse just as they revive, you will tag them and can travel all the way to their fountain. It's a gap in the coding.
Seems like it just has a delay.
