8.6 FPS/Frame Drop/Packet Loss/Whatever this actually is.

I've posted a quick video of the bug/issue in the Link. Hopefully the quality updates but if not, you'll see the game seems to eb. The best description is like slowing down the playback on a video every few seconds.

Not in the video but I have also noticed spell effects either completely missing (Swains Q and E are main offenders here) and things like a friendly skarners E flying across the whole map. Not actually but just visually. Either way I've reinstalled, repaired, messed with all settings (including capping FPS). I have also gone as far to see if it was any of my overclocks and such causing a slow down, to no avail.

Any insight or even just information into this would be great because league is unplayable.
