WHY DOES IT KEEP PUTTING ME BACK INTO LOW PRIORITY QUEU?

My friend and i tried to play a game of league in team builder, and we had to sit through a 20 minute low priority queu, but when the queu finally ended, it waited 10 seconds and put us back into a 20 minute low priority queu, now im pretty sure it's not supposed to do this and its obviously some sort of bug. pease fix this
