Weird thing on ranked !!!

Well hello summoners, recently i was in queue and then lol kick me. After that when i log in again the client dont let me play ranked cause a message appear and say to me ur are not either 30 lvl or u dont have 16 champions unlocked. Im 30 lvl plat 5 with all champions that bug keep about a half hour then fixed alone. Check out the picture i get.(sry for bad English)
