Chat doesnt work

soooo when i go in game and click enter chat doesnt come and instead a blue line at the bottom left appears which makes me unable to use my abilities, but no chat ??? i cant see pings from others either, shortcut works fine (i can see im doing them, not in chat tho) and in champion select it works fine and in chat, but the chat in game isnt there :( i can only write fromchats but i have to go out of the client just to write which is annoying ................... HELP T_T
