[GAMEPLAY] - Hotkeys not working

Description: Sometimes when I load into the game my hotkeys wont work. I have tried restoring defaults, changing the keys to something other than q-w-e-r but none of these work. Sometimes if I quit then reconnect these problems will resolve themselves somehow, but about 80% the time they persist and make the game unplayable.

Replication: Do not know how to replicate this because it seems to happen randomly.

Frequency: It has happened to me 4-5 times, have been able to solve issue once by reconnecting. No video available.
