[Patch 7.24b] In Game shop bug and Aatrox ability bug

I wanted to insert pictures for reference but for the life of me I cannot figure out how to do so here. However In the patch 7.24b notes it says that titanic hydra and Tiamet were both upgraded by 5 AD for a total of 25 for tiamet and 40 for Titanic Hydra. However in game both items are still listed as 20 and 35 respectively. Also in the patch notes Aatrox' Q Dark flight had its base damage upgraded from 10 to 20 at level 1 but in game its still is listed as 10 the same applies to his E blades of torment which is listed in game as the damage before the patch. Is this a bug within the game? or is this something wrong with my game specifically? Any information would be greatly appreciated.
