When you poision enemies with teemo's E for some reason it does not apply the Rylia's passive. It works with teeemo's R posion i also tired it with Singed's posion which also works aswell as with cass's posion.
rylai's slow procs only spell-cast stuff, not auto-attack modifiers.
Not a bug; "poison" is not a category for Rylai's. Rylai's worked on those because they are spells, as written in the description.
It's not a poison situation, it's an auto attack modifier situation. It's working as intended.
Teemo E isn't counted as a spell.
