Mini map delay click on fixed screen

there is a annoying bug, when you're in fixed screen and try to click anywhere on the mini map there is a 1s delay which triggers me to death....

Makes me want to summoner 4 away from the game. Honestly though, all of my friends have the same issue but one. it makes me so sad

Bug started with latest patch. So far occurs 100% of the time. This is a huge hindrance to the game.
