unable to press play, select skins, see champions in collection or friends' status

Everytime i try loading into league, it takes a long time even though it looks like its at 100%. When it does load, I can't see my icon, name and homepage, and the play button is grey, the friend's list status doesn't show properly, nor can I see pictures of champions in my collection. When in champ select, I can't select skins, even the original skin says 'unowned' but when i click on it, it says I already own the content yet i can't select it.

I don't know if this is a league client or my own laptop's problem. I've tried reinstalling, it works for a short bit but then it returns back to how it was before. Restarting client doesn't work. ;c pls help
