league of legends PBE queue timers

while attempting to load a game for the PBE server on urf, i encountered an issue not allowing me to start a game. this wasn't new to me because its happened to me before so i just thought "OK ill just wait it out and fire up a new queue". i fired up a new queue and it told me i had to wait 5 mins because i dodged a recent game. i was kinda confused but waited it out, but then the queue dodge timer went up to 15 mins. can someone explain why this is happening and how in the world i can fix it [zombie-brand-mindblown]
