GAMEPLAY- Sion Q Bug

This has happened 3 times so far. Rarely, Sion's Q will have no effect on the enemy champion. This has happened against Rumble, Jax, and Riven. I have no clue what causes this bug and I know I am not the only one that gets it. https://youtu.be/08VFy932wvk?t=112
