[GAMEPLAY] Jhin Hail of Blades Inconsistency

The bonus AD from the Hail of Blades AS is inconsistently applied to Jhin's first AA upon proccing the rune. Sometimes the first AA gets the bonus damage, but sometimes it doesn't.

Reproduction steps:

1. Go to practice tool with Hail of Blades Jhin (with no other damage runes), level up to 9, get BF + Greaves (unlikely to be important, but I haven't tested other items, levels, etc...), go set up a practice dummy.
2. Make sure Hail of Blades is ready, then AA the dummy and note the damage. Sometimes it's 84 (Hail of Blades AD not applied), sometimes 102 (AD applied).

I thought it might have to do with how quickly / on what cadence Jhin's AD is recalculated, so I tested two sets: firing the first AA from max range and firing with Jhin's hitbox touching the dummy's. In the former case, the AD was applied 8/10 times (102 dmg); in the latter, 0/10. Seems to me like firing at max range usually (but not always!) gives enough time, while the projectile travels, for the bonus AD to be applied to the shot. Also seems to me like the inconsistency even at max range could be important/game-impacting, especially given this is his current rune of choice.
