[GAMEPLAY] Volibear frenzy will sometimes not reduce the cooldown if used on a neutral monster
On Volibear, using frenzy on a neutral monster will sometimes not reduce the cooldown by half likes its suppose too.
I have not been able to activate the bug on command
It seems to happen on random but from what i have seen it happens more frequently if used on gromp or krugs. ( Again this happens on random so I do not know for certain if it happens more frequently if used on gromp or krugs.)
Every game i have played on volibear this bug has happen at least three times per game. I do not have video for screen shot of this bug.
