You have declined too many games in a row

Alright, so, I left a game and I got the low priority queue (understandable, no problem there) but once the 20 minutes are over and I'm waiting for a game to pop up it just automatically gives me a message after a minute or two saying _'You have declined too many games in a row. Be sure that you're ready to play before you enter the queue or you may face a penalty' _ I can say for a fact that I did NOT decline ANY games because I was staring at the screen and there was neither an option to accept nor a sound indicating there was a game. What is going on and how do I fix it?
