Never getting icons

I have been playing league for a while now. One of my favorite things to do was collect summoner icons.I always thought summoner icons were really cool. Unfortunately, I can't anymore because whenever I try to get one from doing something on the website(na.leagueoflegends.com) I never get the icon. If started with the star guardian icons and now the all star icons. I did the quiz for the star guardian and voted for my all stars and I till haven't gotten any of the icons. Plz help I very sad.
