Volibear's Passive doesn't work (GAME)

Volibear's passive worked in the early stages of the game but when I bought either cinderhulk or righteous glory (I bought them both at the same time in my game) , his passive never proc'd once for the rest of the game. This cripples Volibear to the ground!!!! Please help!!!
