Volibear Passive Glitch

I main Volibear as a support and top lane and i have noticed his passive has been really buggy. Me and a bunch of my friends have been noticing his passive hasn't been going off in battle. It goes off sometimes but other times it just doesn't work. Also i think stun's shouldnt disable his passive because they do.
