Keystone Mastery won't load

I have been playing a lot of ranked games and the masterys don't load at all no matter what I do. I have no idea what is going on but i don't have the keystone or biscuits when i enter game.

Are you certain you've selected the right runes and masteries? Have you restarted the client to try to fix it?
