Can't Edit Runes

Sometimes I would go to edit my runes in the lobby, but when I go to collection then runes the menu does not appear. So then I go into a match thinking that it will be fixed there but I try to edit the runes and nothing appears but the border of the menu. I've had this issue on and off for the past week, I had to use the pre-set runes multiple times which is not that bad, but I would rather create my own runes.
