[GAMEPLAY] Champion abilities and summoner spells not working.

As soon as a game starts I have to level an ability and test to see if it works right away because more than half the time after a match loads none of my hot keys will work. The only way I have found to fix it is to exit game then exit the client and relog and then reconnect to the game and even then sometimes it doesn't work and I have to try again. This started happening to me since patch 6.3 and I only play aram so I don't know if it happens on other maps but with aram its easily more than every other game it happens.
