Can't get client chat to work

For the last month - month and a half I haven't been able to consistently get my client chat to work. It's always stuck on "Logging on the chat service" with no option to try to reconnect or anything. Yes, I've tried restarting my client multiple times and no, it doesn't work. I can't even begin to play ranked because I can't communicate with my teammates in champ select.

Does anyone else have this issue, or is it just me?
