Evelynn E + Guinsoos Rageblade - Bug

I've recently played Evelynn with an uncommon build, which I appreciate much, and I've discovered, what I think is, a bug. Using Evelynn's E makes her hit the enemy twice and applying On-Hit-Effects like Sheen etc. I believed this would work with Guinsoos Rageblade too, but unfortunately it didn't. Now I'd like to know: is that intended or is it a bug?

I'm fairly certain this is intended. According to the wiki, stacking Guinsoo's Rageblade is considered an on-attack effect, not an on-hit effect. Basically this means that only actual basic attacks will add stacks. The AoE damage when you reach full stacks, however, is an on-hit effect.

Now, if Evelynn's E isn't applying the AoE damage, that is indeed a bug.
