Poppy's Steadfast Presence Not Blocking Snowball Dash

The text for this ability clearly states it stops enemy's dashing around her yet does not work on The Howling Abyss when blocking Summoner Spell Snowball's Dash. Might not be a bug but still text says so why dose it not work?

Snowball is special coded to be unaffected by projectile block aka windwall and any canceling effects.
