[CLIENT] Loading Screen Splash Art + Borders Missing

Since Patch 5.22, the loading screen splash arts and borders have simply disappeared. This bug hadn't ever affected me within the past patches, or since I've started playing this game, for that matter.

Replication

Start a game. (any type of game mode)
Enter loading screen.

Expected Result: All champion portraits and the summoner's corresponding ranked border will be displayed. Observed Result: Champion Splash Arts & Ranked Borders do not appear. All other elements such as Champion Mastery, Summoner Icon, username and spells remain.

Frequency Infinitely reproducible.

I have made a reinstall of the game entirely in an attempt to resolve the problem, but to no avail.

[zombie-brand-clap] claps to riot, i have the same problem since the patch 5.22 this happends. RIOT FIX THIS! iTS JUST ANNOYING HOW I BUY SKINS AND I CAN'T EVEN SEE THEM IN THE LOADING SCREEN. [slayer-jinx-unamused]

5.24 Patching now,two updates later and this should be resolved by now. They didn't even mention if they did anything or not..[slayer-jinx-unamused]
