Refunds not working (?)

So I just went to the shop and bought Tahm Kench with BE I then went to ''my account'' and went to the refund page. I have 1 refund avaliable but somewhy tahm apears as ''Not refundable'' If a champion bought from the store with BE isnt refundable, then what is?!
