[GAMEPLAY BUG] Braum passive does not proc on Draven

I just finished a game where Braum passive never proced on Draven (he didn't have Cleanse or QSS). It never proced throughout the game but I noted two occasions which where very clear:

1. With 3 stacks of Broum passive on Braum Q simply and clearly went through him without any effect.
2. With 3 stacks on remaining 1v1 after killing Braum two basic attacks where fired at him without getting the 4th stack.
