Refresh Rate bug (max is being forced) is still not fixed, why Riot, why?

Ever since this bug occurred a few months ago, it has still not been fixed. the game forces the absolute maximum refresh rate available on the videocard, even when the desktop is running at a lower refresh rate. This causes VERY undesirable things to happen, ESPECIALLY to people who are using custom refresh rates/custom Vertical Totals, with blur reduction, and so forth:

Quick example: Benq blur reduction: 100hz refresh rate on desktop, Vertical total =1500, Strobe Phase set to 054 in the monitor. Game forces 144hz refresh rate which is not usable because Strobe Crosstalk covers half the screen. The game should run at 100hz, NOT at 144hz, unless the DESKTOP is set for 144hz.

Quick example#2: Deleting 144hz with an EDID override editor (ToastyX CRU), so 100hz and 120hz are left. Desktop is at 100hz with Benq monitor set to Strobe phase 054. Game launches at 120hz and the monitor black screens because the maximum strobe phase allowed at 120hz with a 1500 vertical total is 049...

So then you have to 1) disable blur reduction blindly on the monitor (since the screen is black); this will make the screen reapper 2) go into the service menu and drop the strobe phase to 044. 3) Re-enable blur reduction.

WIth the new Dell OLED now out ($2,999), this is an even bigger problem.

Riot, why has this bug not been fixed? PLEASE make League of Legends 32/exe use the SAME REFRESH RATE AS THE WINDOWS DESKTOP!!!
