In game keyboard and mouse stop responding

my mouse and keyboard work fine with every other game i play but every now and then when i play league my mouse and keyboard do not respond/interact in game. for example i cant learn skills, shop, or move. i can however scroll around the map. i cant even type to let my team know i am having issues.

is there a fix for this? i tried deleting the input.ini lines in the league of legends files but this does not fix the problem even when they got reset to defaults.
