[CLIENT] Rune bug, will only show the preset rune pages.

Hi Riot, i'd like to address a bug with your rune system that has been an issue ever since you reworked Runes. Basically, what happens is, every 3 or 4 times I open up my League client (but it doesn't seem to affect friends of mine) I can no longer change my Runes or make new ones, and all I can choose are preset Rune pages. The only way to re-produce this is to close/re-open the client 3 or 4 times, and it will load up only preset Runes. The fix is quite easy, you just restart the client, but I was just in a ranked match where I didn't notice before-hand that I couldn't change Runes, and I was stuck with preset Runes for that particular game, unless I wanted to dodge. Overall, it's a big issue that has been bugging me since you re-worked your Rune system.

Heres the format of how to re-produce if you are affected by this particular bug.

1. Open League client 3 to 4 times
2. Open up Rune page
3. See that you can only pick or even see preset runes.
