Sivir Problem with fervor of battle

When you use your W (Ricochet) With Fervor of battle as your mastery it doesn't proc when it hits a champion. It is an ability is it not? I know it changes your regular attack and bounces it but if it hits a champion shouldn't it still give you the Fervor Stacks?

abilities have a 2 second cooldown for stacking so you'd only be able to get one stack off of a richochette every 2 seconds

But it doesn't even register a stack.

Yeah, from the League documentation on gameinfo.na.leagueoflegends.com:

Targets cannot be hit more than once by a given Ricochet attack and on-hit effects are applied only to the first target of each attack.

I think it would be reasonable to assume FoB works as an on-hit effect.

Then from Sivir's documentation:

You generate stacks of Fervor by hitting enemy champions with attacks and abilities.

and

Attacking enemy champions generates 1 stack of Fervor (2 for melee champions) and damaging enemy champions with an ability generates 2 stacks of Fervor (2 second cooldown).

If it's reproducible, sounds like a bug.

Are you talking about when you hit the champion with W? Or when you hit minions and it bounces off then hits a champion and it doesn't apply the stack?

Yeah the FoB is not working with it.
