CANNOT COMMUNICATE IN PRE-GAME LOBBY OR CHATS

In the past few weeks, (since patch 4.21) I have logged in with an error not letting me talk to people in pre game chats and the words "Logging into chat service..." at the bottom for hours if it changes at all. This really effects me playing as I can not call roles or talk to team beforehand limiting me to only being able to play teambuilder. With that being said I don't want to be locked into that and would like to play something else as some of the things I play take a absurd amount of time to be picked if at all.
