HUGE FPS problems in-game

Essentially I have like 40-60 fps in game. When I close the league client in the background (which shouldn't be running anyway as I have the option checked to not run during game) fps goes back up to 300-350. PC SPECS: AMD RYZEN 7 1700 @ 3.9GHZ GTX 1070 TI ASUS PRIME x370 MOBO 16gb corsair vengeance ram @ 3000mhz Something is clearly wrong with the client but I have all of the correct options checked.
