"d3dx9_39.dll is missing from your computer."

I bought a new hard drive and reinstalled league of legends on a fresh install of windows 10. I've been getting this error and no solution i've found online has worked. First I tried to reinstall the game, then I tried manually placing the dll in the game directory and the System32 and SystemWOW64 folders. I then attempted to install the August 2008 DirectX Update, and the June 2010 update. No luck. Any help?
