(GAMEPLAY) Unable to refund Viktor's hextech core upgrades

I have been playing a bit of viktor recently and have noticed it is impossible to refund upgrades for viktors hextech core. Would it be possible for this to be fixed so that the core can be refunded if normal refund conditions are met and no skills have been upgraded? Thanks
