I was playing a classic game of League of Legends when my permafrost had no cooldown. This continued throughout the whole game. It worked on jungle camps, baron, dragon, but not on champions.

Have you tried reading the patch notes? "removed: NON-CHAMPION COOLDOWN 10/9/8 second per-unit cooldown against non-champions." They removed it this patch
