Constant freezing and packet loss

This is really starting to make me really hate playing this game. Ever since the new patch came in, I haven't been able to play a full game without my gaming freezing for about a second and then rubber-banding me. This happens every 15 seconds or so, making game play impossible. And incredibly frustrating to play. My PC may not be that new anymore but I am able to play other more graphically demanding games and games that are more intense to play. For example, I can play OverWatch, CS:GO, Street Fighter V, Rocket League, etc. etc. without any problems. When searching on the NA Boards, I have also seen some other people have had similar problems. I also followed some of their suggestions, I've updated my graphics card, I've uninstalled and reinstalled league multiple times. I have even downloaded the Hextech Repair Unit, which has had no affect in improving my situation. Some have suggested to leave the game and restart it after the initial loading of the game and that also turned out to have had no affect on the constant freezing. I've even gone as far as leaving games, and rebooting my PC in hopes that I can improve the game. Again to no benefit. I'm lost on what to do, but until a fix has been found this game is unplayable for me.
