Queue dodge penalty, but I didn't dodge, the game booted me

As the title says, I get a great queue dodging penalty, but I didn't dodge anything. I was in champ select, waiting for my turn to choose, it wasn't even my turn, but sure enough it boots me as though I hadn't banned anyone or didn't choose a champ. Now I'm stuck waiting for no reason. This is not the first time this has happened, but it is the first time I got a dodging penalty.
