I Cannot Buy heros have not been able to, Even reinstalled. Cant use store at all!

SO far for awhile now when i try to buy a champion it wont let me. i get the error with galio screen. and it says it can be resolved by looggingin an out. infact i cant buy anything at the store

That does nothing. It said contact riot support. I did. nothing so far. I dont know what to do. When i search i dont find the same issue unless im searching wrong. Im at a loss. id like to and need to buy new champions even if a gotta full bunch
