[GAMEPLAY] Vel'Koz Ultimate Instantly Cancels Itself

Normally when you cast Vel'Koz R there is a 1s cooldown before you can press the button in order to cancel the ultimate (to avoid spamming the R button and accidently cancelling). However, rarely (probably 5% reproduction rate or less), the ult cancels itself IMMEDIATELY after being cast, without any cc being applied to cancel it.
