Ability to /remake

Today had a match where we secured first blood early, the opposite team went afk as a result and did a /remake before 3 minutes. My understanding of the /remake feature was it could not be used to bail out of a game after an early FB Tilt. This is the 3rd time this has happened to me since the feature was implemented. Would like some clarification on how this is happening or if this is a bug that needs to be looked into.
