[GAMEPLAY] Garen - "no blind nor counter strike can stop my Q"

When Garen strikes with his q while blinded, or on Jax while he's using his E, the ability doesn't go on cooldown like Renektons W, but instead, he can reuse it again. Not certain if it is a bug or intended that way, but logically why should it be possible for Garen and not for Rene? And I'm positivie this wasn't a thing before the changes.
