Recent UI Bug That Popped Up This Week

I wasn't sure where to post this so I figured I'd do it here. For the past week my in-game UI has been severely buggy. In the screenshot below you can see what I'm talking about and it starts up like this every game regardless of how many times I restart the game or alt-tab out and in. Over time it clears itself up slowly, the teams icons phase in after awhile and the map/ability bar clears up after clicking on it or hovering over it. I don't know what has caused this and don't know a fix.

It's gotten somewhat better because a couple of days ago the top right scoreboard wasn't showing at all until someone got a kill and then it popped in.
