Okay, I'm able to repro it for all ultimate skins. I'm going to poke the folks who work on the client and see what's going on there. Thanks for the report! :)

Hey again! I wanted to pop in with an update - We've temporarily disabled various profile animations (ex. ultimate skins) due to performance issues.

It's animated in her champ bio. Don't know about in champ select

No it's not just you, I was wondering what happened to my profile as well. It seems like the animation just isn't playing anymore. Hopefully it's just a bug that'll be fixed soon. EDIT - My Pulsefire Ezreal profile background isn't animated either, I think it's a bug with all of the special skins.
