Freezing in place/Mouse input Delay

Hi i have this problem, it started 3 days ago and its only getting worse

i have a beast of an pc, runs the game with 350+ fps, and 100/100 bit net,and my MS/ping is 24 and 10-15 times every game this happens, im freezing and i cant move or use spells, but everything around me and the chat is working fine. i lost 3 ranked games because of this problem, and it just getting on my nervs.

my stuf:

steelseries sensei Corsair K70 PC: i7 with 970 asus strix 16 ram

and even with his setup, i cant play my favorite game (bible-thumb)
