[GAMEPLAY] Veigar Q AP effect happens even when minion survives with very low HP

If Veigar Qs a minion, but it survives with very low HP and dies right after, the effect of him gaining AP occurs, but he of course doesn't get AP

1. Have a low HP minion
2. Q it
3. it survives with low HP (in my case 7HP)
4. another minion finishes it off right after
5. the effect of his passive triggers, but it doesn't give you AP because the minion survived
