GAME-BREAKING screen lock bug

Ever since the new patch I have encountered a bug that prevents you from moving your screen when attempting to via using the mouse against the edge of the screen. It's only happened on summoner's rift in regular 5v5 games and I'm not willing to test it in ranked. The bug happens when you use your flash ability while flash is on cooldown AND while you are dead. The camera then can only be moved by clicking on the minimap or using the camera lock mode. As a long time league of legends player I believe freedom of camera movement is necessary therefore this is a game breaking issue and should be looked into immediately.

Also my flash is hotkeyed to Q on my keyboard in case that helps.
