[GAMEPLAY] Minions - Minions freezing or never losing aggro

(1) A minion will freeze in lane and stay frozen until it attacks something (I think it happens when using an ability on them. It happens to me when playing Illaoi or talon)

(2) Sometimes when a minion gains aggro on you it will keep aggro until it dies (This happens to me while playing Illaoi or talon and it almost ALWAYS happens for the first wave of the game)

(3) Both of these things only happen around 2-3 times per game
