Demoted for ranked inactivity

So I've been reported a month or two ago for negative attitude which got me ranked banned and chat restricted. And I'm not sure why but my ranked ban and restriction got removed yesterday so I decided to play a ranked game. So I checked my League Points and it said that I've dropped from Plat 5 to Gold 1. Now I remember getting a message notificating that if I don't play a ranked I would become inactive which got me confused since I got ranked restriction I could do nothing about it so is this normal or what?

And is the Tribunal broken or something I got rankedban after a game where I couldn't connect to League of Legends (in my promos)
