Can a riot employee help me? Shittiest internet ever, I live next to the servers!!

Here are a few things i've noticed. When I'm in champ select everything is normal but as soon as I start entering the loading screen weird shit happens. I get into loading screen my ms is 11 goes super fast to 40% then stops and my ms changes (higher) 20 smthish then goes to 60% then stops again and my ms goes to 41+.

My champions tend to be quite laggy when playing them, like I feel like they are slower and I spike in lagg mostly.

Anyone that can help?

I checked lag report it says im supposed to have 6 ms but here I am 40+ ms even when no one is using the internet its still shitty as hell.
